No i have not been able to progress and the hiker gives the dialogue on still needing shoal shells

Hi Staff, I want a shell bell but while i have 4 salts, i have 0 shoal shells and when i go to the locations they are empty, i think i got the salts in 2018 and somehow it is glitched since i took so long to complete it? Also I went to the hiker at the entrance and he said i still need shells when they aren't at their location -- so I am sure this quest is glitched for me. Appreciate the help,

just triple-checked all locations - i am sure i have all 40

The easter egg master says i only have 39 eggs when i counted every time i got an egg and I'm 99% sure i have got all 40 (i even double-checked withe the guide locations), so I am pretty confident this is a glitch.
