Outside trading mainly refers to Real World Trading. Trading real money currency for technically Pokemon, In-game currency, or items is prohibited and anyone caught will be punished. Art shops or signature shops hits a grey area seeing its technically a service and staff members really have no issue in cases such as that. (Though with risk, if anyone scams you, feel free to report them.) Hopes that answer your question.
