But if i evolve eevee to jolteon will it learn the same moves as eevee? If not isnt it better to evolve it? They wont learn the same Moves thats true but the moves you learn as Eevee arent that good. My Jolteon uses 4 moves which are Tm´s.

This moves arent the bests, to take the moves as reason to let the Eevee unevolved makes a low sense imo. Maybe you knowe it already, when you evolve the most Pokes they need way more Exp. So when you want to level it up fast you should let it unevolved.

I noticed the cooldown time of Zetsu is 72 hours, and when you talk to him after you beat him he will tell you "2 days cooldown" because the rounding is very bad here, its 2 days 23 hours and 59 minutes => 2 days for the NPC. Well, event is over but I hope your question is answered.

The best way to find out if a Poke is good at pvp or not is to look at smogon for a rough idea about the Poke and do some calculationes (https://pokemonshowdown.com/damagecalc/). You wont be good at pvp by asking us which Pokes are good and which not, you should do your own opinion about them and find out some arguments why you can use them and why maybe not. Then you can presentate your idea about this Pokemon (Moveset, Ev spread, arguments why the IV are enogh etc.) and other ppl can share their opinion then. What you are doing is: Searching a Pokemon, asking if its good, ppl will say ´yes´ or ´no´ mostly without some arguments and you might suck at pvp. Thats my point of view. I dont want to rate your Poke by doing some calculationes but basicly your Chansey have the right Nature, the right Ability and a good Def and Spdef. The hp is very bad. Nothing new to you I guess. Just my opinion ofc.. Pvp is a very time investing thing when you have the goal to win. Hf

The reason why everyone wants a 31 speed Gengar is the mirror matchup and the rarity. Its a very common Poke so most ppl have a 31 speed Gengars and you will lose every mirror matchup with one of yours. You can train your Gastlys and use them for pvp they will work but you will have a disadvantage which you could easily dodge by searching a 31 speed one.
