if you can handle the gyms without evolving then dont evolve unless necessary because it takes more exp to level up when evolved. for the e4 you definitely have to evolve. if you are training till lvl 100 its ideal to evolve at lvl 98-99-100 depending on the amount of evovles the pokemon can have.

2- medicine is necessary for e4 and bosses. i think disabling it would be a bit too hard. also ppl dont use this stuff in pvp so if you disable it in npc it would never be used.

not all movesets are on the same generation right now, i know for a fact though that #1-200 are on gen 6 moveset. using the pokedex to compare with the websites can often help you find out though.

luxray is probably on gen 4 moveset right now so you will have to wait till they update some movesets

thing is, the 4 badge trade rule is more so ppl cant quickly spam new account for shiny/best starter and some other early items. ppl wont bother making accounts for johto starters and whether they buy a lvl 100 poke at first badge or 4th badge really makes no difference. if staff did not want ppl to buy early lvl 100's they could have implemented the "your poke is loafing around" system
