Due to the rarity of Dratini it might take you a while to find one. So, by the time that you find a Dratini you might've already been able to finish training your Dragonair.
However, if you plan on completing the end game quests, i.e the Mew, Celebi and Jirachi quest then you will need Dratini's dex data. You can get this via a trade though.
Based on those two points, i'll leave it up to you to make your decision :Angel:
If I remember correctly, it's nothing special. The rock just gives a higher chance at finding the rarer Pokemon that you've unlocked.

Excavation refers to the act of you destroying the rocks to get rewards. Simply put, rock smashing.
A discovery is what you find (Discover) from smashing the rocks. For each rock that you smash you get one discovery point; more discovery points = better rewards.

There could be a few reasons that you couldn't connect at that time; the most likely one is that the server was down. You can always check the server status here: https://project-sato.net/statuschecker/
If I remember correctly, the Spearow no longer comes with the mail item. All you need to do is talk to the guard at the bottom right of Goldenrod City to complete the quest.
I'm fairly sure that you're supposed to be able to catch surfing Pokemon whilst fishing. Since surfing Pokemon are at a higher depth than fishing Pokemon it makes sense that they will get caught by the rod every now and then.

You can go to a move relearner to relearn moves. There are plenty in the game, here's a list: Cerulean City, Saffron City, Goldenrod City, Blackthorn City, Slateport City and Sootopolis City.
Each move will cost you $2,000 to relearn.
