You can go to a move relearner to relearn moves. There are plenty in the game, here's a list: Cerulean City, Saffron City, Goldenrod City, Blackthorn City, Slateport City and Sootopolis City. Each move will cost you $2,000 to relearn.

From what I know, those are the only rocks that are like that other than the rocks from the Hoenn excavation site. They're fairly new and were only added in Love Island's revamp :p

Red will not respawn after you battle him; win or lose. You no longer need to win against him to get his reward.
