Non-member and have not super rod is impossible to catch Dratini. I will recommend you finish the story process first (Kanto and Johto E4). And then you will begin to do mount quest. It will save a lot of time for you! As Dratini also can find in Dragon Den (no fee for entrant), good luck with your jouney. Often I will recommend evolve around Level 97-98, it is safe than waiting to level 99, avoiding crash, bug, personal mistake, and so on.

Some times when the game crashes, you might lose your a bit of your progress. Keep in mind that game is in BETA and crashes can happen any time. You will not be given anything you lost in a rollback as it's responsbility.
