Non-member and have not super rod is impossible to catch Dratini. I will recommend you finish the story process first (Kanto and Johto E4). And then you will begin to do mount quest. I know what you said, however, it not predict battle. It only by showing the result when you chosse the action, it mean no cooldown or no waiting before the animation done. Thus, you only see the result, if you already chose the action. No bug, it just no cooldown between the action and result in left bar. The known visual issues already, however, thanks for your reply.
