Similar case with tangela or any pokemon requirment specific move to evolve. Everstone implemented and you can get in blackthorn city (same place with dragon member medal, not quite sure)

It still work, you just unlucky as I already check by myself and it still work. Make sure your pokemon not hold any item before use thief.
