Red at that time purpose to beat players, however player still can win him with smart strategy (no exp or money as story related only) (similar with dragonair before you go to vermilion city). It is no point for make players lose if they can overcome it, everything can win with strategy. Sorry about that but nothing action further as no bug or issues in here. Additionally, using revives and failure in strategy as personal issue and staffs don't refund to it. Sorry again...

You can also use a Pokémon with Shadow Tag like Wynaut, Wobbuffet, Gothita, etc... If you have a pokemon that knows mean look, you can trap it in battle. Golbat and crobat can learn mean look.
