Nothing against the rules there sorry. If you don't agree with his methods, then don't buy from him. Buying and reselling at a higher price is a basic method in economy, but if the seller doesn't meet the wanted results he will eventually lower the prices. If people buy at the prices he's selling then he'll continue. Simple as that. Have fun :Grin:

Had the exact same problem before with Riolu. It needs to be from 7:00 - 18:00 to evolve. If it's too early in the morning or too late in the evening it doesn't evolve for some reason. Also, it doesn't need to level up since it's with full happiness.

I just found her outside of Mauville PC too and was wondering the same. She just shouted "Graaaah" and vanished lol. Haven't found her anywhere else since. I suppose it's a quest, but would love to know more too.
