You need to surf in this order: Mossdeep City - South to 127 - South to 128 - Southwest to 129 - Southwest to 130 - West to 131 - West to Pacifidlog. Try that.

Corrected it, oopsied and accidentally wrote Canalave instead of Lilycove. Most people forget to check the last 3. Have you checked them?
