Regarding your question, I assume you are talking about the Rustboro/Dewford part of the Hoenn story, if yes, after you have beaten the gym and Team Magma you need to talk to the NPC in front of the Rustboro Gym, then talk to the Steven's dad in Devon Corporation mansion. That will allow you to then give the parcel to Steven and keep going through the story. If you need more help regarding Hoenn walkthrough, you can check the Hoenn Walkthrough Guide to answer further questions.
