They should work now, if it doesn't: go to move relearner, relearn one move you don't need/want to get rid of anyways, than go to the move tutor and teach it. helped several people. Hope it will help you too

That's not the Cerulean entrance. That is Cerulean Cave entrance: Go west to route 4, go the way up and than go east and surf, or go left after the bridge and than to route 24. Surf all the way downhill.
