I think there is no need to ban other pokemons than the smogon uber tier : https://www.smogon.com/dex/xy/formats/uber/ and apply their ou clauses : https://www.smogon.com/xy/articles/clauses OU smogon tier : https://www.smogon.com/dex/xy/formats/ou/ (inculde clauses + banned items)

I think adding other regions that aren't in the main games would only make sense for regions like the orange archipelago or decolore islands that are only featured in the anime

It could be better if we don't have to redownload all the client every update (maybe adding an updater ?)
