Through our tools, it seems as though you haven't fought the roaming Latios meant to be defeated to obtain the Seen Data for Latios. By looking at the Legendary Megathread Jirachi Post, you can find the locations where it may be hiding:

May you take screenshots of each of the Latios Locations? As the Latios is somewhat hidden, it is possible that you may have missed it.
