i saw a boy with volcanion in normal form, how and where can you change his form?

It was said form remover will be added at the summer event end. There is not, or we missed some announcement? 

 

Also, would be much better if you make for future legendary events, the two part quest. 1st easier part to get a legend in its regular form, and the 2nd, extended quest for it's extra sprite for collectors. Not opposite.... Make their form somehow exclusive.

The form changer should already be added.

I think the summer sprite was exclusive as you could only get it during the summer event. I could be wrong on this though.

I would like to say that the Volcanion form changer just got added to the game for the people who want to have the normal sprite instead of the summer form. The form can be changed any time, no matter how many times. Only Volcanions that were caught during summer 2020 are able to change its form.
The NPC "Captain Murphy" is located in Eriyadu Town.
