the officer's bounty in pewter city

when you do the quest of having a pokemon with headbutt move but you don't have, she tells you that she wanted to see a pikachu (the missing requirement of another quest)

npcs arent talking or starting battles, trainers walk up to me but dont say anything and i can just move on

I have a problem with pinkan island ranger. He still asks for pkmns despite he already took 2 lvl90 pkmns.
