Do you have Reroll Tickets in your bag? You still need them if you want to reroll a legendary pokemon.

Could it be that you used your 2 Reroll Tickets to unlock the Double Reroll Service and dont have any left now? The 2 Reroll Tickets which are used to unlock the Service cannot be used to reroll anymore since they are consumed to only unlock the Service.

I reason I tried double reroll is because I dont have reroll tickets. I have 2 mysterious tickets so i tried to use one because i heard that it you can do double reroll with it. Then thats what happened.

As Norex already explained, you still need to have Reroll Tickets in your inventory in order to benefit from the Double Reroll Service. If you activate this service, each Reroll Ticket will allow you to reroll the IVs of a selected legendary twice for the next hour. For example, if you purchase this service and have 10 Reroll Tickets in your inventory, you can reroll the IVs of a selected legendary 20 times.
