The shiny chance is the same for every pokemon, 1/8192.

It doesnt mean you have to encounter 8192 Larvitars. As I said that chance counts for every single individual encounter. So on every Larvitar you encounter there will be a 1/8192 chance (0.0001220703%) for it to be shiny. So you may get lucky and get it on your first encounter or get unlucky and dont get it after 30.000+ encounters for example.

As mentioned above, the Halloween chances are not revealed. When it comes to RNG or luck, you could find a Halloween Larvitar in five minutes or you could never find it. It is simply up to pure luck, unfortunately.
