It seems you do not yet have the necessary hours to be able to enter Marine Cave and Terra Cave. You'll need 50 hours after starting Hoenn to do so. You can check how many Hoenn hours you have by speaking with Professor Birch in Littleroot Town.

Once you meet this requirement, you should be able to proceed with the Jirachi quest.

i have got the hours and the dex data of kyroge and groudon 
but still when  i touch the stone can't relport to the jirachi room 
i full fill all requirment 

i have all kanto,johto and hoenn dex and evo 
so wonder what i miss

Can you post a new screenshot of what dialog you receive when you try to enter Marine Cave with a team of level 100s?

the members of magma and aqua team  are gone and i got the data from maxie and arche and i beat kyroge and groudon 
now after i got all requirement to get jirachi when i try to touch the stone at moon it says 'nothing happend'


 

i just went back again to the moon and got jirachi ty 

 can be closed
