Also do pay attention to the fact you also need a total of 210 evolutions, as well as the seen data for Kanto, Johto and Hoenn respectively. It seems you do not yet have the necessary hours to be able to enter Marine Cave and Terra Cave. You'll need 50 hours after starting Hoenn to do so. You can check how many Hoenn hours you have by speaking with Professor Birch in Littleroot Town. Once you meet this requirement, you should be able to proceed with the Jirachi quest.
