I already talked about slowking and I already searched the whole map behind the articuno I don't know what else to do

As mentioned by Norex it is very unlikely that there is a bug with this part of the quest. I would recommend searching on the entire island where articuno is supposed to be, you probably missed it. If you are entirely sure that it's not there could you send some screenshots of the island where articuno is supposed to be ? 

 

Make sure you have your pokemon with shadow tag on your team as well.

but I've been to seafoam, I've looked around the whole island, and today I searched and didn't find any video showing the possible places it can appear

The Articuno at Seafoam Islands doesnt have to do anything with the Legendary Bird Trio quest. It just can be encountered once for the seen-data at your pokedex and you cant catch it.

If you are talking about the Legendary Bird Trio quest make sure to check the link I provided you like I suggested.

The Articuno you need is not located in seafoam islands, he is located in the ice island. You can access it by going to shamouti island accessible by vermilion port, and then reach the northern part until you reach Seaway vein. Going north again will lead you to the ice island. I would recommend reading this guide, the ice island part especially, since this seems to be where you are stuck. 

 

The quest is not bugged here, you simply must proceed with the correct steps. We cannot just give you the pokemon for free like that, you have to complete the quest for it.
