Are you still experiencing this issue? If so, could you try speaking with Sailor Johnny? For confirmation, your Swampert knows the move Surf, correct?

 Hi, i'm the user Guidelli from silver, and I'm facing the same problem. The old lady is gone, i can't talk with her, thus can't surf in waterway.
i catched reshiram and zekrom in january, and now i'm trying to get kyurem. i'll follow the topic, thanks!

The Kyurem quest was moved to Eindoak town.

thanks, found her and now sailor johnny dialogue's working fine so i could proceed into the quest.

im having a problem as well (backstory i already started the quest earlier and i dont know where i left off)

to be more exact i spoken to the old lady and she told me that i should check out the 2 legendaires and when i went there they were no where to be found and sailor johnny just says this:
