Is this event only for PvP players? What does it offer to new players?

It’s mainly aimed at encouraging PvP activity since the rewards come from ranked/random PvP wins. For newer players, it can still be useful because it gives extra rewards and a reason to start learning PvP, even if they are not competitive yet.
