Implementing Catchable "PvE-Only" Legendaries (Mewtwo, Rayquaza, etc.)

I would like to propose a system that allows players to catch high-tier Legendary Pokémon like Mewtwo and Rayquaza, but with a permanent "PvP-Banned" status. This would allow trainers to enjoy the thrill of catching and owning these icons without disrupting the competitive balance of the game.

Key Features:

Hard-Coded Restriction: These specific Legendaries would be automatically blocked from entering any Ranked PvP queues or official Tournaments.

Endgame Requirements: To maintain their rarity, the quest to find them should be extremely difficult, requiring:

• 150+ "Caught" Pokédex entries.

• 300+ hours of total playtime.

• Completion of all current regions (Kanto, Johto, Hoenn, Sinnoh).

PvE Utility: Players can use them for storyline exploration, boss battles, and completing their personal collection.

Why this works for PRO:

This system satisfies the long-standing desire of the community to own these legendary Pokémon while protecting the hard work the staff has put into balancing the PvP meta. It provides a massive new goal for veteran players to strive for.

Hey, we already plan to release every pokemon in the future and any pokemon which would be unhealthy for the PvP and PvE environment is already being regulated in the form of bans and restrictions, this trend will continue in the future of course.

The Idea of getting new Legendaries into the Game isn't bad at all. But just throwing Legendarys in isn't the Way to go here. Such Strong Legendarys don't just affect the PvP Content of Pro, they also will have an major Impact in the PvE Content such as Dungeons. So The Testers have to Carefully watch and think about wich Legendarys should be able to catch. I also would prefer to get the Chance to catch such Legendarys like Zamazenta and Zacian again because those were only Time limited to catch and not everybody was able to get them in that time. I know that those 2 are busted aswell, but some People already got them anyways, so its just fair to the others to get the chance aswell. Also The Tapu testing is quite a while ago and there is still no new informations about them being released.
