In order to continue with the quest, you need to defeat the Game Master in Vulcan Fair Cave. You can find him to the right of the entrance

Be prepared, as you will have to face 3 consecutive battles, so make sure your team is ready!

Once you defeat him, you will be able to enter the Rocket Hideout, which is located to the left of the Vulcan Fair Cave entrance
