You simply need to lose some happiness from your Pidgey, which can be done by having him faint in a battle, restart your client, and your Pidgey should be able to evolve on the next level up. Let your budew faint getting defeated by a wild pokemon, logout wait a couple seconds relog and try increasing budew's happiness back to max.
