Hi, i have completed celebi quest and have all seen data, 750hours+ game time. But i can not get the bell, please help me.

That happens to me to, is not a bug.

You need to find all the dogs 1st around the world .

Suicune at thojo falls.

Raiku Mt.silver.

Entei at Safari jhoto (nearby a lava spot).

after that you can do it.

For Celebi you don't need the seen data of all the dogs.. Check your pokedex if you have the seen data of all 3 dogs.

No you haven't battled all of them. At least, not on the account named Pureheart2803.
