It is a good idea, but something like this requires a compilation of data to be recorded by someone who is higher up on the ladder and discern from what is being the most used right now and what is being underused in order to make an official tier as well as a cutoff point for the OU tier, and that includes factoring in Pokémon that don't have much usage but should not be UU by any means due to how centralizing it can be (which is the reason why Smogon has BL tiers). And if a UU tier were to be made, then that tier will need someone to compile data too..and so on and so on.

 

Of course we don't have to go by Smogon's ways but it's as far as I can see the only way to go about that makes sense and is fair. The only problem is the fact that to create such a thing and maintain it will require more responsibilities from staff and help from the community to co-ordinate, and the way I see it frankly it remains to be seen currently if there is any incentive by not just the content creators but the community as well to build upon PvP.
