Option 2 (the Regis in Hoenn): Maybe you’re missing registering the three Regis that are in Hoenn, and you need to battle each one to register them properly. Can someone please help me?

I'm doing the quest to capture Regirock, I have all three Regis registered in the Pokédex, I have all three Regirock relics, and when I go to the end of the quest to talk to the NPC Ruins Keeper, she won't let me enter the cave to finish the quest. Can someone please help me?
