So, in the case of Sandslash, it can learn Throat Chop via the TM, not from the Tutor. This is no misalignment, just following the official games for accurate and fair learnsets. The Throat Chop TM can be obtained in PvP chests. I hope this clarifies your doubt. Let me know if you have further questions.

Chimney at the reactor located in the northwest. Meteor Falls B1F 2R. Mt.Pyre Exterior. Lilycove Department Store on the rooftop. Abandoned Ship. Hoenn Safari Zone 2 House.
