Porygon can learn teleport by TM but is unable to do so after evolving. It's also unable to learn volt switch which it can normally.

-1 I think it might not be a good idea for the game's overall design. It could diminish the rewarding feeling of the 'hunt' for a perfect Pokémon. Plus, that spoil the mystery and discovery of a new catch. The market would be flooded with "perfect nature" Pokémon, as anyone could easily acquire them. When supply skyrockets, value plummets. The once-coveted Pokémon would become commonplace and lose nearly all of their trade value, undermining a major aspect of the player-to-player metagame.
