To begin the quest, you must meet the following conditions: • Be the Sinnoh Champion (defeat the Sinnoh Elite Four) • Have all non-legendary Sinnoh Pokemon caught data in your Pokedex (Dex entries 387–479) • Enter Stark Mountain with only one Pokemon in your party that is level 60 or lower At the moment, it appears that you do not yet have enough Sinnoh Pokedex caught data.
