First, you don’t need to have Lugia caught. It cannot be captured, at least there is no quest to catch it. If it escapes, it doesn’t represent any problem at all, since it cannot be caught and you don’t need to have it registered for anything. What does exist is a quest to catch a corrupted Baby Lugia, but that quest only takes place during Halloween.
