Yep, that's correct. Get all badges in order to unlock them, you can also visit Kanto again as soon as you've got the 8th badge of Johto.

And Goldenrod in Johto.

Dependent on whether you have been there before, you can move through the Dark Cave via digging. As soon as you've beaten Johto's E4, you can use the the train, if you finished Yorkie's quest.
