My suggestion for organising teams, 1)Get everyone who wants to enter to put there name in. 2)Then once all names have been collected decide on team captain(the only assured place). My suggestion would be to average the last 4 ladder placings/points and work from there. 3)Ballot everyone else who wishes to enter from that region to make up the rest of the team. (If more than 50% of the ppl from a region wish to do a selection tourney, you could also do this. But this is alot more organisation.) 4)teams have been created, play your tourney.

He's got 20h play time. Relax a little on him. Also an auctioneer may lower the Insta at any time. So if he sold it for a higher price that you offered that was below Insta and within the auction time limit then it's fine.
