As for where to find the swim suit gible you have a chance for any gible you encounter in the wild to be the summer form you can find gibles in these locations the Moon (Hoenn), Vulcan cove on Vulcan island (Event Map) Mt. Coronet north (Sinnoh) Wayward Cave (Sinnoh)

If i remember correctly once you recieve the old sea map you don't have to talk to oak you must go interact with the lapras south of pallet town in the water between the hours of 12:00pm and 13:00pm poketime and you'll be taken to the faraway island. Good luck with your mew!

I think it would be best if you made a request in this thread that i have attached below as they will be able to delevel your ivysaur so hopefully you can evolve it the next time you level it.
