I agree with this. In the general chat is easy to see people who dont know english at all, and for them can be a good option to change the language of the game to Spanish or Portuguese (the most common for now)

The staff did a wipe/restart of the game because is not official yet, we are in test phase, so there will be other reset when the official realease will come :)

I dont support the idea. Imagine if you find a "shiny dratini" and in the realease you start with that dratini, you will have a lot of advantage vs all the other players. This phase is to test, not to "hunt" thats why will be a final wipe

That means you will have access to mounts, that normal players will not. That doesnt mean they will give you a free mount. The game is in test phase, so maybe they dont added the NPCs to sell all that stuff yes because is not "important" yet.

I Like the idea, because later you can catch the starters again if you want to have better IVs +1

To be honest, i think is obviously the release will be annouce, the staff always says all what the "people" needs to know :P!

This is already implemented to the server if you didnt know. When you start in a new region, your pokemons will be blocked and you will start with new pokemons.
