You are looking at the HP stat 163/163 and not the happiness. The orange bar is the happiness and you can check the stat with /happy 1-6 in the ingame-chat, the number indicates the party-slot you want to check. So /happy 1 to check the Sudowoodo in the first party slot.

The content-team plans to release every legendary pokemon but it simply needs time to create the content around them.

An update to the excavation sites is something planned for the future without an ETA of its release. Regarding the Hoenn teleporters, the issue is known but not that easy to fix as they are using the old script language and changing the script might break other things. However the issue is known and will also be fixed in the future someday.

Eevee evolves, its not a different form while Rotom doesnt evolve and only changes its form. So Rotom is the same pokemon regardless of its form while the evolutions of Eevee are differerent pokemon.
