As the AI was changed after the release of this quest it makes it switch out the Stunky instead. The quest can still be done with some simple adjustments to the strategy. Keep using Growl on the Frillish as well until it struggles, then finish it off with Peck. Then use Growl on the Stunky again until you can finish it off with one Ember. From there everything is the same as before.

If you want to go back to the Forest Boss after leaving once you have to interact with the treestump with mushrooms on it instead. Also make sure to double-check if you talked to the Golem after the Charizard boss in the mountain maze area and double check if you interacted with the rock, back in the room at the underwater area.

You need to aquire the gem from the mountain and the underwater area first as well, so you seem to have skipped over major parts of the quest. If you finished all 3 areas already make sure to double-check if you talked to the Golem after the Charizard boss in the mountain maze area and double-check if you interacted with the rock, back in the room at the underwater area.
