That has nothing to do with a move being coded or not. A lot of moves can only be learned by level-up or as an egg-move for example.

Yep, you can have 4 accounts (usernames if you want to say so).

You dont get Baby Lugia from the dungeon. An NPC gives you the Time Flute if you reach 2.500 points on a dungeon run. With that flute you can change the form of Baby XD001 to Baby Lugia.
