You need to score at least 1 point more than the mini-game-master. Its not enough to have the same score as him even though it shows you at 1.

You have to talk to the Psychic Marina NPC in Vermillion to use that item. Also keep in mind an ability capsule can only be used on legendary pokemon and not on normal pokemon like in your party for example.

That part is randomized for every player. You will have to look out for yourself on the new maps and the hints help you to find it.
