It actually does something, its simply out of your vision if I remember correctly.

Its been almost a year since the Q&A-stream where Walross mentioned he will put an NPC for that feature if it will take too long to implement it into the client itself. So it would be nice if that feature could be introduced now via an NPC since having a Membership should never be a disadventage for the player as it can be currently.

Thats not how Flower Veil works. Flower Veil will work for grass types pokemon on Florges side (not on the team), so that only applies for double battles which are not in PRO.

Its only available during the xmas event. However the Zekrom quest was moved recently and is always available. You can start it at Eindoak Town now which you can access with a Sailor from Eumi Island Town.
