Hello, Darkrai's disappearance is intended, since you already caught Darkrai back in 2017. Player that caught Darkrai back in 2017 won't be able to catch it again but they will receive two instead of one halloween reroll ticket. You can claim your halloween reroll tickets at the "Spirit-seer Esmeralda" NPC outside of Alucard Castle. The other NPC will allow you to change the form of your Darkrai. kind regards
