    As trollz said, and ev's are not necessary in pve (Only in PvP). Tho i've seen ppl ev'ing their pokes in Pve but its very rare to see :P

    Just, travel to South from Victory road hall, than u'll be at route 28, walk along south then at the end of da map turn left. You'll face tohjo falls cross it then walk to left, "WELCOME TO JOHTO" and no need of waterfall for it. + keep in mind in ordef to enter route 28 u have to beat kanto e4 first.
