Was it maybe a Growlithe and then you evolved it? Cause Growlithe would learn Flamethrower at lvl 34. That would explain it at least. Greetings, M3ru3m

Hello @Kekekosauro, Sorry for the inconvenience, but Arcanine learns its last move at Level 34 as you can see in the Dex. Please be sure to check for Gen 7 (Sun / Moon) Movesets cause PRO is on Gen 7 mechanics. Also you can also use a Move Relearner if you happen to miss a Move for whatever reason. :-) I hope that helped. Greetings, M3ru3m

Should be no Problem since those are 2 different quest. For Manaphy Quest you don't need to go inside New Mauville, thats only for Teleporter quest. So those 2 should not interfere with each other. Have you tried to interact with the Box? Greetings, M3ru3m
