This is not a bug.
Due to limitations displaying NPC movement, it's only visually.
It's intended as the last part depend on the time you take to make it to the finish line.

The minimum requirement for the Pokemon is to have 27+ IV in Speed and 253 EVs.

Unfortunately, this is an impossible request that we can do.
If we allow such requests, we have to do it for everyone and it can be abused.
Furthermore, there's another way to get your Pokemon to the opposite server.
You can ask a friend to transfer the Pokemon for you or create a new account, play the story again and transfer the server.

I'm sorry for the delay.
The feature was intended by the devs.
However, it will be reverted again tomorrow as there might be issues occuring with hour requirements in certain quests.
