Stored power learned by clefable at lv 1 i think? There is map where you battle npc with kanto starter. In that map, theres relearner to help learn move such stored power and cosmic power or flamethrower for arcanine. You need to beat npc togekiss first to unlock this map. Usually i use clefairy dazzglem lv 35+ with 2 revives to beat this togekiss

I have done these quest many times, if you lost too much (more than 3 or 4 i think) you wont get rr lock. If you left the dark realm you will also lost chance for rr. Iirc if you use horon the drop of clone wont be 100%. So sometime you got it and sometime you dont. Could be wrong tho.

+1 wq 24 hour, maybe we need contribute more than normal (1% instead 0,5%) but everyone can get 1 ticket, and maybe add limit for how many people can get 2 ticket.
