You can go to the move relearner in Cerulean or Saffron City to relearn dig or you can buy the TM from the Celadon Mart.

This sometimes happens when you open you bag in battles, I think it has something to do with your client retrieving you bag data from the servers (Maybe I'm wrong). You can avoid it by opening your bag every 20-30 minutes.

You could try to reinstall the client and see if that fixes anything. Or try using the re-sync button in the bottom left of the UI, next to your hotbar.

Usually that issue is related to your internet connection. Have you tried resetting your router recently?

You're just getting unlucky. I've gone hours without finding a single rare Pokemon then the next hour I find 2 or 3 of them. The entire system is random, there is no guarantee that you will get one every hour.
